Social capital refers to the relationships and connections among people that allow them to work together effectively. In times of disaster, social capital helps communities mobilize quickly, share information, and support vulnerable members. When people trust each other and maintain strong social ties, they are more likely to cooperate, follow safety guidelines, and assist one another during emergencies.
