When looking at the picture, NSAGs have long posed various threats to the states. In growing security challenges, some have operated outside the sovereign state’s guidance and used random and targeted coercion to achieve political goals, particularly in failed or weak states. In global terms, many NSAGs can cause violence at the humanitarian-concern level, while many of those are increasingly tied to regional and geopolitical power struggles.
